it's not playing the rom, the game is running natively on pc. but for legal reasons, they can't hand out the game assets (music, graphics, etc) to go with the code. so you provide the rom as an asset pack essentially, and then the exe pulls what it needs from there

The gist is that it's a pseudo-emulator that is much easier to run
The video I linked to with the timestamp explains it perfectly in 6 minutes

The downside is that if you want to mod anything you have to know how the N64 Graphics or Audio hardware works
With a real PC Port it would all be C/C++ which would make it far more accessible to modders

Plenty of emulators have a vulkan option because it simply offers better performance in most cases, is cross platform, etc.
