Each faction feels significantly different, there's a lot of non-battle shit to do, class variations etc. The problem is that people will get upset if their favorite class/faction does not completely overpower shit so its going to be hard to balance. It will also take a ton of progression to unlock "fancier" units or else it will go to shit. I mean, think about it unless you do something like only allow F2P players (non subscription) to play Imperial Guard, the power curve between a whole fuckloads of Guardsmen working together and a handful of Space Marines will be significant. While it will be damn cool to have an overrunn Guard even with their Baneblades getting blown to shit getting bailed out by a squad of Marines, people are going to get pissed if to spawn as a Space Marine its an infrequent thing or something you only unlock after lots of grinding. Its hard to make all the lore stick, get in what everyone wants to play, and keep it balanced and fun. Though Planetside did have some elements ( PS1 more than PS2) that worked out really well and that Assassins, Gray Knights or even Custodes could be the rare "You need to be BR20 + CR5, and then you get a chance to be selected to spawn as" level overpowered thing; on other factions Harlequins + Solitaires, Necron Triarch/Overlord,

You can also lean on the >WAAAAGH, Emperor's Light/Grace, Eldar Spirits etc... buffs to make it so that a given faction or group of soldiers are more effective for one reason or another It COULD be done but it would take a lot of time and effort for it to work out. The resources necessary to spawn as something extremely powerful would be a big deal, so besides just gating them behind grind/play/success etc it would also take resources to spawn them so your whole factions is let down if some assholes spawn as Gray Knights then immediately charge in stupidly and die, as they took up the equivalent resources you could have spent on a whole planet's worth of guard spawns with full equipment or some such. Games like Foxhole have some of the logistics elements that could come into play too
