Games in a series used to take a year to develop, two tops unless there was some major leap or shakeup in technology between entries, like a new console generation, transition from 2D to 3D, from pure text to voice acting, etc. Tech hasn't meaningfully progressed in well over a decade, consoles haven't come with meaningful new capabilities since the seventh generation, so it all comes down to a major brain drain affecting the entire industry. Less competent people taking longer and longer to make worse games.
