Fast menu navigation mostly. Usually F1 was help menu, F2 for save menu, F3 for load menu, etc. Just about all non-gaming PC applications have always had these kinds of shortcuts, even back in text-only terminal DOS & Unix days.

Flight sims and 6DoF shooters, sometimes other vehicle sims where mouse is more awkward than key pressing but you need a lot of them simultaneously. Usually 7/9 were used for rolling and 1/3 and -/+ for horizontal and vertical strafing respectively.
