For the most part, it was. It meant there was actually an incentive to release games that were playable, rather than in the modern era where things are released completely broken with the expectation that the devs can fix things leading up to and post-release.

Were there instances of bugs and glitches in games? Well sure. But IN GENERAL games were still released in a fully playable state. Much more so than today.

So? The capacity itself was still big, specially for early flash memory. Games using big saves had nothing to do with it. N64 controller pak was 256KB in comparison, while cartridges had 4-16KB on average (EEPROM), but shit like Starcraft 64 and Majora's Mask had 1MB FlashRAM, and these chips themselves were bigger than the entire PS1 memory card board.
