The Navi cards in SF1 are weird. They're near useless and are just glorified keys for some stupid locks. But they have assets, dialogue, and lame little touch control things. Like they don't have any purpose beyond bridging the gap between BN and SF a little. Off the top of my head, they could've had Lockman be a permanent unlocker so that the minor issue of purple mystery data being finite, but the unlocker sub-chips aren't. There could've been something where Propellerman could fly the RC-copter to places while Megaman was in it, so you could get into secret comps or something.

Thinking about it, is there a Megaman game that actually feels "complete"? Like you wouldn't add anything else to it? I know it's capcom design philosophy but I legit can't think of a Megaman game that feels perfect. A lot of 1's gimmick is in the Brother Band system as each version of the game gave different passive buffs to people you had added as a Brother, and the NPC Brothers all had unique passives as well. 3's considered the height of the series as cards now have support effects you can use them for instead of their normal abilities if you need and the addition of Noise allows for mid-battle transformations that differ based on your playstyle and game version. The grid I feel creates this misconception that SF is a simpler BN when the similarities are fairly skin deep and while you might have an easier time setting up a deck in SF the post game may still give you a hard time.
