What's the best classic resident evil?

RE3.
RE1's map layout is good, but the gameplay is too barebone, while RE2 is the opposite. RE3 has the gameplay improvements from 2 and added more and the layout for Raccoon City is pretty minus the long line street the divides both areas. Also 3 is the only fixed camera game in the series to have good boss fights.

Do you want the series at its bare essentials for exploring an area, dodging enemies, solving puzzles? 1. Do you want the cinematic side of things that's more like an action movie with cues from Romero and Cameron films, and plenty of safe room for enemy killing? 2. They're pretty different games despite the same core mechanics, and are hardly comparable on a normal idea of what's "better".
3 on the flip side is basically the hardcore game for those that mastered the other two, the shortest but also the game that really forces you to figure out what you're doing or get your ass slaughtered pretty quickly. It's still action-packed like 2, but far less forgiving.

None of them are difficult games, but RE2 is just way too easy, and it has the weakest level design. I adore the atmosphere in RE3, and I feel like it has the most well balanced gameplay.

I consider A and B scenario play as one large game, so 2 kinda cheats on that front despite so much reused between the two. 3 randomizing a few things and solutions plus the decisions and multiple endings helps on its side of things at least, but we both know most people will one-time a game like this and leave it at that til a later replay.
