Its mandatory if you want to play games over 4GB in size, since the PS2 only supports fat32 formatted flash drives, and fat32 doesn't allow files larger than 4gb.Also, PS1 games run via popstarter don't have the stuttering cutscene issue. So if you want to play RE 1-3 or FF7, it'll give you no issues, at least no stuttering issues. Popstarter, being a PS1 emulator coded 25 years ago, has its own issues with a lot of games.

This means you'll load into games slower and large FMV files will stutter. USB speeds on the PS2 are laughably slow, and the cutscenes will be almost unwatchable because of the horrible audio. The cutscene will play at roughly half speed on USB. Loading off a memory card will be much faster but still occasionally stutter in some cutscenes.
