Now you have installation files or client to download said files, aside from carrier nothing changed. Being banned from virtual store is the same as being banned from normal store, you have GOG for offline installation files and as long as you download game via Steam, it stays here, being accessible offline the same - if they can remotely disable your access to said game (via online drm or other methods), they could as well disable your CD game just the same.
