Making such a big, complex weapon standard issue just isn't worth it for a specific scenario given the current one works just fine, and narrowing the scope of it to eliminate the airburst portion if it just means you're trialing a bunch of rifles that are slightly lighter or more compact than the millions you already have that still work, have production and contracts for, and were already designed with modularity in mind so you can phase in a change in barrel length, caliber, accessories or whatever if you have to.
