That's bullshit, Xenogears has endless meandering interrupted by cutscenes featuring at least half a dozen powerful characters you barely interact with directly if at all for the first 40 hours.
Whereas Chrono Cross is done in the same amount of time and it's never confusing what Serge is doing next and why, it just has a couple of huge lore dumps.

After everyone had played for more than a few hours. Chrono Cross is one of the earliest examples I can think of where it was obvious that none of the major critics reviewing the game had played longer than a few hours. CC starts to drag after Viper Manor, gets annoying when you have to start collecting the dragon plates, and completely fucking falls apart when you get to the Dead Sea.

Yup. It was never a masterpiece. Actually, I have seen a few zoomer-type opinions lately that it's better than Trigger, which is obviously not the case.

The first arc of the game is pretty kino. If you treat the opening dream sequence as the beginning, and then you quit playing the game when you get to that part of the real game, and you treat it as a loop, it's pretty good. Everything after Lynx though is trash, and in the final hour it infodumps itself into being a nonsensical sequel to Trigger that is further retconned in the DS version of Trigger. It should have tried to be its own thing, and the 2nd half of the game should have been completely different from what it was (or else entirely removed)

I didn't mind how schizo the plot was but I really hated how obtuse it was recruiting all the characters and getting all the ending was. The fact that you can't start New Game+ and use any the characters you recruited in the previous playthrough until you're 80% through the game is so fucking retarded. Its probably the one of the most "No Fun Allowed" RPGs I've ever played.
