I would like the ability to make generic leaders but I get what they were going for. Each character has specific builds they excel at which also means they've got limitations. Otherwise everyone is going to run nothing but max range, max concealment, and never get into a firefight because they can kill everything without being detected.

And in a way limiting it also makes it more fun because you can just go in with smaller more specialized groups that minmax one strat.

NTA but the supply system does have some issues, most notably making heavier armour past a certain point actively detrimental because it eats up a huge chunk of supply cost for only relatively minor benefit compared to the same supply cost spent on better weapons or, at the real heavy end, potentially an additional SL. Making SLs more expensive to deploy as they level up is really strange as well and gets very silly for three star SLs very quickly.

The heavier armors start negating certain types of damage. The heaviest ones are basically invincible against small arms for example which means you don't need more men and can get close and just blast people away from close range with stronger SMGs/shotguns. I think it feels weird because you're so used to your squads being squishy that by the time you get tough ones you're set in being defensive.
