Sometimes they are just kind of incompetent but a lot of people in the middle are generally decent sort. Sometimes they are cartoonishly evil all the way through. It works great in the actual tabletop because the intent is to give you a playground. Not just insofar that you can play as clearly heroic chapters or characters just as easily as you can play obvious heels. But also because it gives you a lot of wiggle room to make your own Imperial Guard regiment or Space Marine chapter. Even some of the more obviously evil factions fall into this, and the Imperium being questionable plays into this.
