Because an "open world" is just a topologically flat level select with some added distraction. If you had a level select list where you could arbitrarily pick any level and occasionally a butterfly would pop up that you could click to add one "butter" point to your "butter bar", then you would have achieved a bare minimum open world.
Filling an open world with "content" just means adding more one-note shit that can be churned out by no-talent, no-vision wagies, your list would just be filled with pointless little 5 second copypasted Warioware minigames that no one actually wants to play, but retards will defend it anyway because you get more inventory space or more health or more points in your butter bar.
Open world is at its peak when it is just atmospheric padding for a very dense form of content, like a linear boss rush game (so something like SotC).
