I have a billion hours between eu4, hoi3, ck2 andn vicky and I think that despite the initial complexity, when you really get into it, the games aren't really that deep. Some mechanics which could be made to be interesting just aren't viable (like instigating revolt in another cunt). Nothing really to do besides paint the map

The game was released in an incomplete state.
It genuinely wasn't ready judging by the later release of the Governor system.
They moved in a better direction by ditching mana, but the new systems aren't as refined as the ones in EU4.
