All they're asking for is for developers to plan ahead when they're making games. If it's a game that can be played mostly in a single player context like The Crew, issue a patch at the end of service that removes the online requirement and keeps the game in a mostly functional state, even if they choose to stop selling it to new customers.

If it's a strictly multiplayer game, they need to devote some time during development to creating a plan to let players continue playing the game after they decide it's not worth supporting official servers for. Maybe that means releasing server binaries at end of service so private, dedicated servers can be set up by players and hosted on their own dime, which is how every multiplayer game used to work once upon a time. It's not a hideously big ask. Or, failing that. At least patching out the systems they implemented to prevent players from spoofing the official servers to run private games.

None of this changes what they can or can't do during the lifespan of the game. All it does is require them to make some kind of effort to not screw over customers who paid for the game.
If you pay for it, you get to keep accessing it in as complete of a form as is feasibly achievable.
Maybe you lose out on some online features in a single player game, but the majority of the content is still perfectly playable.
Maybe the official servers go down and the matchmaking system, and all the doodads that went with it, get replaced with having to boot up the game client and type in an IP address to connect to a private server and you're playing the game in more or less the state it launched.

Imagine you buy a game, and two weeks later, they announce it's ending service in six months. You couldn't have known about that, and you end up with much less for your money than someone who bought in at launch, and you'll be left with intentionally bricked software for your trouble. All this does is prevent that from happening.

This happened with the early days of film because film companies were lax with dealing with the sensitive copies of the burgeoning medium. Most of that history is now lost media.

Videogames is a very young medium as well and thankfully has the benefit of being made up of perfectly replicable code.
Unless companies are allowed to intentionally obfuscate parts of this code to the detriment of their consumers and future generations for profit due to lacking laws and guidelines to stop them.
