Arcade games in general have the best 2d graphics.
And if you've never sat down with groovymame (or finalburn) running through an RGB CRT you really need to try and do it at some stage, it's mind blowingly beautiful.
Doesn't have to be a broadcast monitor either, in fact a standard consumer grade TV set looks better anyway. As long as it's in RGB or Component.

I think Ghouls n Ghosts is one of the most incredible looking games ever made, especially when you consider it came out in 1988. It looks unreal.

Maybe The King of Fighters 12/13, it was so expensive to make it almost bankrupt them a second time, it was an insane commitment after a whole decade of low budget, recycled mediocrity.
