In RE3R she's recovering from the mansion incident, didn't sleep normally, had nightmares, was on pills, got suspended by Irons, and had Umbrella's people watch her. In Death Island, she seems to be recovering from Wesker Mind Control. Which was a retarded plot point, and I am surprised they actually carried over that shit. Maybe CGI movies aren't really canon in the game timeline, we'll see how that shakes out. Otherwise, Jill has constantly showed care and compassion, even under extreme stress and mental deterioration. She shut him down, because Chris wanted her suspended and off the cases. It's her decision. She was not entirely rational, given her mental state. She wanted to save people, because she needed it to help her cope with all her guilt and trauma. It's a complex and real scene. Chris is doing it out of care. But Jill also has her own problems and boundaries. You complain that she isn't a perfect anime waifu. Instead she is a real person who went through insane amount of fucked up shit.
