Arcanum resembles it more closely than any other, but it's not as good.

Next in line are the Wasteland games. Decent, but still not as good.

You could probably make an argument for Stalker as well.

Arcanum combat is more janky (only turn based should be used) but world is even better than Fallout, i would use the community patch if i wantred to play in in 2026 https://terra-arcanum.com/drog/uap.html

theres also Underrail, its a lot less narrative driven but has a lot of heart put into it.
