It's been 15 years since Skyrim. Why have so few games done what TES does with it's enemies/wildlife, by making open world spawn points dynamic + letting them freely roam and fight once spawned into the world?

To this day most games are just using largely static enemies that barely move from their spawn point, which hurts the feeling of the world being alive.
