The entire time I've had wierd issues with textures. Everything would look beatuiful and the bronze squares you see stacked up in that one town or during the blacksmith cutscene were obscenely low res. Cutscenes look great and there will be a randomm shot with PS1 textures on a sack. It's very wierd. It almost feels like the game processes assets where you are supposed to be looking, and has them look like shit in your periphery. Doesn't help that all these settings add blur.
