There was something like that in the updated Chainmail game WotC put out in 2001. A dwarven uprising toppled their king, and they'd created a People's Council to replace the monarchy. Then the God of War died cursing the land, and everyone declared war on everyone else to try and protect themselves until someone could collect his armor and weapons and become the new God of War.
