Honestly, New Vegas. It's in this weird place where the gameplay isn't arcadey/gamey enough with activatable abilities and dumb fun like wall running and wall jumping and it's not hardcore autistic enough like an ARMA game. There's exploration and the map but that's better in a game like Breath Of The Wild. New Vegas is basically Earthbound for adults, it's mainly praised for its story and setting, not the gameplay.Everybody knows exactly what they're getting with a GTA.
