There are some games that have a likeable setting and lore but t he actual game is in a shit genre. It's extremely common with SHMUP games specifically because SHMUP is just about the worst genre of video game that exists.
That's why nobody plays Touhou even though it's an insanely popular IP

The worst genre is the Sierra-style point-and-click. There is no competitor that even comes close to how bad this genre is. Even text adventure games, which gave rise to point-and-click games, are infinitely better, because since they don't need graphics, at least they can have enormous scope (there are modern text games that run in browsers that are massive, with a multitude of different paths the player can take, and decisions that affect the story).
There is absolutely nothing wrong with shoot'em ups, on the other hand. I understand complaints from people who see games as a form of relaxation and don't want to learn it before winning, but in that case, the problem lies with the player, not the game.
