They've tried to keep it accessible while balancing their attempts at making it an "esport", despite it never taking off except in one specific region.It's really a fascinating study on just how little money is required to keep a game going.

Gold making pirate, scarecrow who throws birds, a yordle with a bazooka, a spartan who can jump into your pool from his pool, an invisible rat gangster, a robot with a retractable arm. AP Yi. Shen porting in on his team and taunting the enemy and locking them down. Spin to win Garen with flame cloaks. Hitting an Ashe arrow from across the map. Then they started adding faggots like Jarvan and Fizz and "bruisers". Promised a ton of fun shit but canceled most of it in favor of e-sports and getting people to spend money.
