I can't really comment on "the best" in a general sense, but one character i've been been using as a reference for great sense of style (based on my personal taste), has been Travis from No More Heroes. Especially his vanilla outfit in the 2nd game. Ripped washed blue jeans, red/white sneakers, the aviators, and the cropped red leather jacket with the tiger print, it just works so well. And I'm also very biased cause red has been my favorite color for more than a decade at this point. And that DIY leg harness he's got, man I want to replicate that shit irl and wear it, even if it has no functional purpose whatsoever.
