Why won't hacking games let me devise a virus to bring dire straits to your environments, crush your corporations with a mild touch, trash your whole computer and revert you to papyrus?
Why won't hacking games let me make a super virus, strong enough to cause blackouts in every single metropolis?

No seriously where are all the non-realistic "I hacked your gun to explode in your face" hacking vidya? Shit like Watchdogs focused more on being urban asscreed than hackerman and I hated it for that. You have stuff like Shadowrun but that's mainly just a shit stealth minigame.
