Dragon Ball games were never graphical showcases but they lauded over the game being cutting-edge with its visuals, but it seems it came at the cost of everything else. I don't think crossplay is allowed because of the way the consoles are structured or some other technical shit they dug themselves into. The lack of online stages at the time, the stripped down features, the questionable character design choices (Tullece has more muscle than Goku and Kid Goku is from a four second snippet from the Broly movie) and the blatant Daima shilling that exploded in their faces. If they announced SZ2, that's going to immediately invalidate the time and energy they put into the first title, as well as the shills who were defending the game all up to a week into it when people started dropping it.
