I think the real question is, how did spencer develop an anti-virus out of regret and hid it in an underground lab if he only started regretting his actions after umbrella cut ties with him, which was after the raccoon city incident but lore in-game suggests that the underground lab was always there?
Both of them look and act retarded, and they both die anyway so what was the point?

They're fine in theory, they just lack presence in the actual game. Compared to 7 and 8 where you had an ensemble of villains of the week who all had their little gimmick and a level of the game themed after them, which made them memorable, Victor and Xenu, or whatever their names were, just sort of show up sporadically so you remember they are after Spencer's legacy too and you don't even get to fight one of them.Like, you'd think when you have a duo of protagonists and a duo of antagonists, each would fet to fight one of them at the climax but then the guy just dies in a cutscene.
