It varies a lot, but these settings in this tournament are designed for faster games. I've seen games end before 20 minutes, but I've also seen some go to the 90 minute time limit they imposed on games. At leas tin the early part of the tournament. I think the final might have no time limit.

At the pro level, resources are so tightly managed that the wood you'd spend doing it is going to put you behind economically. Palisades and houses are typically used for walling bases in dark age and in feudal, and they don't cost a lot of wood, but the resource management at the pro level is a very delicate balance where they always have just barely enough villagers on every resource to execute whatever build they're doing. So pulling a villager to wall, and then spend wood on palisades or extra houses that aren't part of the build order, sets you back from building necessary buildings to get to castle or get military out.

And stone is usually far too precious in the early part of the game to use it for walling. You need stone for town centers in Castle Age, or defensive towers in a pinch. There are some build orders where you go to stone mining early, in which case full stone walls do sometimes happen, but it's rare.

Empire Wars is slightly different from normal random map settings, but in this set up in particular you start with a ton of vills and can get up to castle age in like 7 minutes if you micro manage your economy. Castle Age is a big power spike for a lot of civs, so getting to it faster, even 1 minute faster, gives you a significant advantage that can allow you to control territory or do a very damaging raid against the enemy eco before they get up to castle and can fight you off.

Essentially, they are not really thinking about "what if my strategy doesn't work" because that kind of thinking doesn't give you the confidence to go for it.
