You might be over thinking things. Gutzon Borglum stated it was to represent the USAs birth, growth, development, and preservation by that time.

So the heads would need to be birth, growth, development and preservation. Pac Man was the first video game character and started the whole mascot/icon thing. Mario would be the growth, Crash Bandicoot could easily be the development due to his ties to Sony and being hte peak of the 3D craze, preservation gets weird as what icon would reflect that? Sonic? 1) Only the US had any kind of crash
2) It didn't effect PC gaming in fact, sales increased after the crash because Activision, and EA started on PC and had huge success with their early PC titles, they didn't start to shift back hard to consoles until the NES showed the market survived and that's when they ballooned into the monsters we know now.
