>>736439939Aside from your own perception and weapon skill, the other 2 things that determine your chance to hit are your range (pistols have highest hit chance in melee range, snipers have highest hit chance at longer range, etc.) and your enemy's dodge stats. Lightly armored humanoid enemies will almost always have the max possible dodge stat for their level. If their level is higher than yours, it's going to be very difficult to hit them
