He wanted power scaling for plot reasons but balancing every monster around that would have taken too long just to push part 3 out so now that it's out that's his current project.

I'm just pointing out that some part 3 monsters are currently clearly objectively better than anything prior and it's not even close. Even in part 1 there are a handful of monsters that are grossly overpowered because of certain setups you gain access to very early on but at least those setups taper off in power because they don't have any further scaling.
