Cause most people wanna buy a $40 game that's $5 dollars with all DLC, even if they'll never play it, since it's an amazing deal. Even CS2, the biggest game on steam that's free to play, only has like 30% of players getting the achievement. Which is just opening up the game.

1. Most games absolutely suck ass. If you pick up a bunch of games that are $1 each because they're on sale or something, I would expect most to only be worth that 10 minute trial. There are probably just barely 600 games in existence worth playing at all.
2. I buy some games because I intend to play them and don't find the time. I might as well get it when it's only a couple bucks, in case an opportunity comes up. But it's not like I forgot they're in my library.

I can't speak for this guy you "got" but we've had this discussion 12 million times. Some people overestimate the time they'll have to play, some people think they'll enjoy a game more than they actually do (not that it explains stopping before the refund cutoff and not partaking in the refund if your dumb friend really does that), and sometimes people just want to grab a good deal before it's gone (and no it's not always cheaper if you wait; some games' best prices were years ago).
I have a FUCKTON of unplayed games but in my case they are largely from indie bundles. Often a bundle was even cheaper than the individual cost of the one or two games I bought it for, so the other games can sit in my library unplayed forever for all I care.

Because getting a (You) for those sweet brain chemicals is easier than trying to get satisfaction out of playing a video game. Infinitely scrolling on a smartphone is easier dopamine than playing a video game or reading a book or watching a movie.
You see the same thing in action here, the most mentally rewarding part of the whole affair for these people is literally just adding to cart and completing the purchase. The most fun they'll have on Steam is buying games on sales and picking up some random bullshit from last year for $5.
Alcohol and opioids are easier than rehab exercises.

A mate of mine buys shit when it's dirt cheap, in the assumption he "may" play it later... Even downloads Epic freewares -- 95% of the reason he signs into Epic at all.

There are some games I bought on Steam after pirating and completing them. There are other games I've bought because they were cheap and I intend to play them later, several times I've bought a game on sale and not played it until like 2 years later.

FOMO from deals/sales I suppose. My friend often messages me "Hey, steam is having a sale! What are you going to buy?" I say nothing since nothing interests me. Meanwhile their library has another dozen games but only play like 2 of them. And they're a often a bunch of low quality games trash games. I don't get it.
