The reason why no one wants to play them and instead plays either team shooters with "heros" or low TTK games are two reasons

1: games with a really quick time to kill means anyone can easily get a kill. You just need to get the jump on someone and hit them (which is why auto aim has become stronger). This means the player feels good playing the game (they get that xp and a kill) which means they keep playing. That same player would feel bad playing arena game where you're not going to get that kill....even if you do it doesn't give the same hit due to no xp.
Remember the devs just want you playing the game a lot and for a long time, that's it.

2: those team shooters like marvel rivals...well you can blame everyone else on your team for you failings, you can blame the comp, you can blame basically anyone but yourself and player who sort of suck can end up being carried but give an excuse like (I was playing this sort of role etc etc). In an arena game that shit doesn't fly.

Arena shooters only excel with 1 on 1 duels, if you play Death Match or TDM shit gets too chaotic for its own good and a lot of cool duels turn into some random stealing your kill at the last minute.

Arena Shooters died because team-based modes with loadouts proved to be more popular in multiplayer shooters as time went on. Nobody cares about 1v1s anymore outside of for the sake of smack talk or practice.
It also really doesn't help that almost every attempt at making a new arena shooter amounts to just remaking some variation of Quake's multiplayer and calling it a day, which inevitably results in the few people interested just flocking back to Quake.
