Should I dismantle all gear I’m not using for smithing items, or just offer it for amrita?

Never dismantle anything for amrita. You will get so much of that you will reach the current max level long before you reach +15 level gear. You break down anything with a hammer in it for the materials to pick and choose the stats you want, then sell everything else for cash. You will run out of cash very often crafting new gear (also rare since you can't craft ethereal gear yet) or upgrading your present gear.
