Venture Compound is the main hub. You play as Hank/Dean for certain missions and Brock for others. If Hank/Dean die they get replaced by clones in the gameover screen and you lose all your items, and some stats.

You don't. It's a cartoon skewering another very specific type of cartoon, before it broadened it's focus and began ragging on nerd culture as a whole.
When video games begin to parody themselves you get woeful quips from mascot platformers.
The only game I could think of to capture the supervillain thing from the show would be Mastermind World Conqueror. I'm sure the Evil Genius games fill the niche too.

A point-and-click game, probably. Load it with dialogue and character interactions, more parodies, pun-based superheroes and villains, the obligatory Brick Frog appearance, and give it a content density at the very least rivaling the movie. Have the gameplay involve swapping perspectives to different characters every chapter to get the Ventures, the Monarch's crew, a bit of OSI and Guild stuff, and whatever else the plot will revolve around. I like that because it means it takes place within the first three seasons, when it was still mostly a Johnny Quest/60s comic book parody, and wasn’t so up its own ass with the lore. No Sgt Hatred, no S.P.H.I.N.X., no New York, etc.

I forgot to add that Orpheus, Triana and Billy Quizboy plus Pete White are naturally NPC's you can talk to who may have leads on new adventures or villains to face. Also the compound itself has many explorable levels, maybe new ones added and areas housing Jonas' hidden experiments. I mean even Rusty and Brock didn't know about the orphans or the Antman inspired dude stuck inside the room.

Base-builder within the Venture compound. Tutorial level is purely above-ground, but subsequent levels let you expand operations into the sub-basements as long as you can fight the VH1 cassette kiddies.

If money is no object, then you'll get to walk around the base as you build it and interact with various characters from the Venture-verse.

This. The Monarch losing hos cocoon and his henchmen was so unfortunate, and I spent seasons 5-7 wishing he's get back to where he originally was. Especially with him becoming a "level 10 villain", he only ever had himself and 21 - a fun combo of two great characters, but without an army and his flying fortress, it just felt like he was a 10 in name alone with no might to back it up.

Yeah what's funny is that on the surface it doesn't look all that appealing. I cannot quite describe it, it doesn't look ugly or anything but it's like something repels you from checking it out maybe because it's old or because no one talks about it now but once you are 3 episodes in then you get hooked and you really wonder how will this shit go. The characters, designs, places, missions, episodes, jokes, personalities and the overall quality of the show is tremendous and I have never found anything close to it. Meanwhile meaningless shit like simpsons or family guy takes the cake for being THE adult cartoons.
