Todd's main problem seems to be his inability to find anyone to do all the pencil pushing that isn't better at the task then himself. He's managing Bethesda like it's an indie studio even when it's grown into veritable town's worth of staff, stretching himself too thin to react to internal situations like TES VI's team practically rotting away.

Sure, he has some fucking awful talentless people to work with like Emil, but that's on Todd too. He saw the criticism for the design and narrative of Fallout 4, and he did not care. You can't have a redemption for a man who doesn't want one.
