It's sad and pathetic to be honest.

Even if it's somehow 60 on some console i am still not buying it. You don't want to ruin what could have been a great first experience with a game by playing it at an awful framerate (not sure how likely gta 6 is to be particularly great though).

PS5 pro: 900$

GTA 6: 80$

Don't forget PS+ and microtransactions for the online mode.

I wouldn't even want to play it at 60fps.
