I did a full playthrough of Fallout 3 recently, DLC and all. I gotta say all of Fallout 3's DLC are terrible. Worse than the main game (very impressive).

The worst is Mothership Zeta, where it's just an arbitrary sequence of events with no rhyme or reason. The closest there is to character writing goes to the annoying child and the whiny medic. Everyone else is a boring caricature (Though I will concede the samurai who only cares about his sword and onlyever goes "WHERE THE FUCK IS MY SWORD" in Japanese is a little funny). It's also buggy as shit and characters will just randomly kill themselves, the only saving grace is none of them are really of any importance so their deaths mean nothing.
Broken Steel is second worst, simply because they decided to make people pay $5 for cut content (Bethesda had fully planned a post-ending sandbox like you could in literally every TES game but cut it because they didn't want to work on all the variables they hyped up) and it's just "THE ENCLAVE HAS A DEATH STAR BROS!!!!"
Operation Anchorage follows up after that but it's inoffensive, basically Mothership Zeta without the bullshit and less buggy (besides the power armor thing and the only NPC with 100 repair potentially dying at random).
The Pitt is almost a 5/10 DLC just because they at least tried to have a plot with characters that do things. The plot is contrived, the characters are retarded, and the things they do are arbitrary, but it all happens. There's even an actual significant choice, unfortunately the arguments for either side fail because both faction choices are populated by psychotic retards and the only appropriate choice is killing all of them.
Point Lookout is the closest Fallout 3 has to a good DLC simply because Desmond and Calvert are fucking hilarious and the Chinese spy sidequest is at least kind of unique. These positive qualities are in spite of everything else about the DLC being, frankly, bad.

This isn't calling the NV DLCs good, either.
