What was the true purpose of Stone Tower?

As for it's purpose I like the theory where the people there tried to dethrone the Goddess of Time explaining the upside triforces and other details around the area, which may or may not have led to Ikana being cursed when the tower was opened up by Majora / Skull Kid who probably weren't even related to the curse. Another good mystery is the paper plane there.
