The reason it was cut is because David decided it was gonna be supernatural and most of the dev team told him it was fucking retarded. And to be fair, they were right. If Heavy Rain had introduced magic it would've ruined it completely, as opposed to only partially, because one fourth of the game is still very good. Namely, everything to do with Agent Nahman Jayden, Eff Bee Ah.

Every game they ever did beyond their absolute worst one (Beyond: Two Souls) had some element of crime drama in it. Admittedly, Omikron discarded it very quickly for some complete horseshit, but Fahrenheit/Indigo Prophecy had a very good first third that has you see two sides of a murder investigation, Heavy Rain lets you just straight up solve the Origami Killer mystery as Jayden with some genuinely good police work, and the whole Connor/Hank storyline of Detroit is super good.

Genuinely, if they just stuck to that they'd probably make some real good stuff.

whilst I do agree that the story would be better being grounded and not using supernatural stuff, they needed to completely write out Ethan's blackouts and rewrite Shaun's kidnapping by the origami killer, because that scene stands out as making zero fucking sense in hindsight and is just a red herring about Ethan being the killer for it's own sake without any actual rammifications (like, the blackouts NEVER happen again once in the story, it feels like a story contrivance that is then completely forgotten about)

That's the thing about David Cage games. Literally every single one of them could've been pretty good if the plot didn't go off the rails and crash into a wall halfway through. Every. Single. Game.

Detroit was the worst though. Not because the story became the stupidest, but because it had the highest potential. The first half the game is really compelling and the choices that you make have a lot of cool branching effect and you're wondering just how this plot is all going to come together. But then nah. We get 'She was really a robot!' and 'This guy is slave robot jesus! Do you get it?' and 'Ackshually he was intended to go deviant all along! Or something... But also assassinate that other guy even though that couldn't make sense, and also there's a big room with thousands of him for no reason.' Ridiculous wasted potential.

Kinda, but it clearly didnt work.
The idea was that he was playing a detective as a cover to discover what people knew about him, i.e. the killer/kidnapper, and to remove evidence or even off people when he gained entry into people's homes and offices.
It could have worked if he wasnt a playable character and simply a side character we interacted with throughout the story, maybe the first time when he meets Ethan. It would have recontextualized everything in a second playthrough.

Beyond: Two Fuck's main issue is the way its story is structured, in that it's told non-linearly. You jump back and forth in time in Jodie's life, and the event structure alongside means a lot of what Jodie goes through is without context until given way later in an attempt to build intrigue, but the answers are invariably extremely shallow or uninteresting. This only gets worse when game overs are a failure of the game designer, because of the story structure there's little to no way for any events to meaningfully change at all, annihilating any possible tension because in all of Beyond: Two Genders' QTE segments you can put the controller down and nothing will change, with only one exception and that's because you essentially get a glorified failstate in a game explicitly designed to not have failstates.
