TP would have to be changed to add features of this kind in the first place to even keep up with what is basically already possible with OoT, and then OoT's structure/story/theming allows more powerful things to be pulled off with these tools than would be possible with the barely developed Twilight Realm. And who honestly cares about Ilia over Saria or Malon etc. Conversely, you could take OoT and add an explorable Sacred Realm to get something more interesting than TP's Twilight, and explore the Sheika and how they might have been involved in schemes in the war the game alludes to etc. The open dungeon progression and optional dungeons already there are likewise more compatible with an expanded and more freeform game than TP's heavily event driven progression.OoT is simply ahead and would both benefit more and reach higher owing to the level of care put into everything that it already has, because of its solid foundation its actual faults are ripe to be smoothly built upon and elevated into strengths. Trying to build upon TP would involve rescuing a dilapidated structure and remodeling it in the first place for no additional benefit, it's not even like WW where there are meaningful things there to be rescued from an otherwise heavily flawed game.
