Sounds like they have the story/script done, but building the actual game is beyond their ability, even though the game will likely just be the same as Detroit Become Human or Heavy Rain in terms of gameplay. The gameplay and asset creation has to be so early that it can be justified potentially canning the entire game after 5 years.
