If you take away the plot armor Leon, Claire, and Jill have in avoiding infection from bites, you'd get infected or outright killed super quick.>An entire city's worth of zombies that can trap you in a hall or alley no problem>Dogs roaming the streets that could chase you down and bite you>Lickers who could disembowel you with a single slash>Crows who could infect you with a single peck before you can even see them swoop in>Dozens of other BOWs including brainsuckers, forms of hunters, and more>Things like Nemesis and Mr. X roaming around hunting people which, even if you're not strictly their target, would probably kill you just being around themPeople genuinely seem to forget that infection could happen from a single zombie bite, dog bite, even a crow pecking at you and breaking the skin. Obviously the protagonists have some plot armor where getting bit isn't an immediate game over, but canonically, if you get bit, you're basically dead. And that's not even mentioning the absolute hell that is just trying to escape without getting eaten alive.In the best case scenario you could get out early before things truly progress, aka don't go to the police station like the city advised people to do. But everything is on a time limit, both because of the bombs and how BOWs will progressively mutate into more horrific forms. Unless I'm on the outskirts of the city and can duck out before things get bad, I wouldn't survive a day.

So even if you stay away from Nemesis, Mr. X is actively going after anyone it can find, as you can see with Claire who is, for the most part, a civilian despite her brother being part of STARS.

Mr. X is the case you have of maybe not being able to survive something greater than the zombies themselves. But if we're looking at the scenario of the outbreak in racoon city its still nothing compared to what TWD series has presented. Everything Rick dealed with was true insurmountable odds that he shouldn't have survived and perished more often than not and the RPD police station is a walk in the park by contrast. Even if you look at Fear the Walking Dead series the later group outside main early protagonists of the Clarks (Morgan, John Dorie, Dwight etc) had to escape an explosion of a nuclear plant whilst numerous other more extreme challenges fending off against more walkers than you'd ever see in Racoon City.
