He'll be in every game and his story covers the arc of the whole series. But within each game, there is still room for a protagonist who is more directly tied to the events of that particular game. Alex was tied to Gill, Abel was tied to Seth, etc. I think it works the way Capcom is doing it, but you'd be a fool to ever think that some newcomer will "replace" Ryu. The one time they thought about doing that with SF3, they got cold feet and added Ryu and Ken anyway. That should tell you all you need to know.
