I have no idea why he keeps saying that. It's just an excuse to not make games all the time like they used to. Half Life 1, 2 and Episodes were all made because they just wanted to make new games, and the tech they explored was just part of the process of wanting to develop games as a business strategy. But Steam wasn't large until Left4Dead and more years of adoption, so at some point making games just became a waste of money to them.
