Half Life 1, 2 and Episodes were all made because they just wanted to make new games, and the tech they explored was just part of the process of wanting to develop games as a business strategy. But Steam wasn't large until Left4Dead and more years of adoption, so at some point making games just became a waste of money to them.

That isn't even remotely the kind of track record you'd expect to see from a highly prestigious game developer with an infinite money machine attached to it. You take the same period of time running back from 2012 (which takes you all the way back to 1999) and not only is the list of games longer but it's also absolute banger after absolute banger. Back when being profitable relied on making their own games they performed miracles but ever since the magic money tree started delivering bumper harvests every single year the game development side of the business has atrophied badly and there's no other way to look at it.
