After the initial sack of the Imperial capital, the humans started winning and retook a lot of the land pushing back the elves.At which point the discontent started, the Emperor made a peace treaty with the elves after the human alliance gained the upper hand, that's why so many characters in Skyrim are bitter, they fought and were winning when the war was called a draw and the redguards pulled away from the empire after the emperor negotiated land the redguards won back as part of the treaty.This is why so many people lost faith in the empire, not because they don't have a sense of duty but because they believe it's a dying empire that is going to take everyone done with it.
