You can get a set of mods to improve one aspect of the game and make it good, but you cant do it to everything at once. At best, the systems wont fit together in a fun or good way and at worst there will be gameplay issues or straight up mod conflicts and crashes. Its just not designed to be the experience many people are forcing it to be.

Skyrim is so bad of a game as a base not even mods can save it, the quests ALL suck and so do the guilds and main scenario. The fact the game is a programmed rollercoaster ride just waiting for the player to arrive in every location kills any replay value too, like when you enter riften and all the same events play out the exact same way. Gameplay and balance side of things overhauls can sort of fix, requiem is a good base for that but the game is still dogshit which makes me wonder why this is the most popular game to mod.
