Doesn't really apply to GTA in particular I guess, but that's because GTA is shit, but there's merit to boredom as punishment in general.

There's absolutely nothing wrong with that, but that's something that you usually do if you're already familiar with the game already and are looking to replay something.
As opposed to skipping gameplay entirely, I'd prefer if games just used a cheat handicap that made you invincible and an AI/Dev-Replay that completes the section for you and shows you what to do. Those are good anti-frustration features for less skilled players that still force them to engage with or learn the game.
Atleast then, you still interacting enough with the game to be able to make up an opinion about it instead of just sucking off the story like someone who watched a let's play.
